Ukraine Strikes Soyuz Assembly Line, Raising Questions for Russian Spaceflight

On August 15, 2026, the Ukrainian military attacked the factory used for manufacturing Russia’s Soyuz-2 launch vehicle, causing significant damage to the facility and raising doubts over the vehicle’s future. Located in Samara, Russia, the RKTs “Progress” factory is the only facility in Russia capable of assembling and integrating the Soyuz-2 launch vehicle, which is used both for cargo launches as well as crewed missions to the International Space Station. Though this strike appears to have been directed at hampering the rollout of Russia’s “Rassvet” satellite internet constellation, it may have significant impacts on the future of Russia’s civilian space program.

The Extent of the Damage
The extent of the damage is likely significant, with satellite imagery showing large holes in the roofs of two structures at the Progress complex. Ukraine attacked the factory with its domestically-produced FP-5 “Flamingo” cruise missile, which, per published figures, reportedly carries a 2,535 lb (1,150 kg) warhead. Two such missiles appear to have struck the facility.
Open-source assessments of the strike suggest at least one missile struck the Soyuz-2 production facilities. Using footage taken by witnesses, Ukrainian open-source intelligence analysis group Kiber-Boroshno triangulated the likely point of impact as being Building 106A, where, among other things, Soyuz-2’s primary guidance systems and avionics are manufactured. Subsequent commercial satellite imagery obtained by the Ukrainian telegram channel ExileNova+ appears to largely confirm this assessment, with one Flamingo seeming to have struck Building 106A itself, while a second struck an adjacent facility, caving in an area of roofing measuring roughly 32,023 ft2 (2,975 m2).
Official Ukrainian government assessments broadly agree with open-source data. In an August 19 Telegram post, the Ukrainian General Staff identified the first point of impact as the Soyuz-2 engine workshops within Building 106A, and the second as being an aviation repair facility used by an adjacent aircraft factory. It additionally noted that the strike had started a fire within the complex that grew to over 53,820 ft2 (5,000 m2).
Why Progress?
Although the Ukrainian strike may have significant impacts on Russia’s crewed spaceflight program and ISS operations, the motivation for the strike is likely unrelated. Instead, the strike appears to be aimed at hampering the rollout of Russia’s “Rassvet” (“Dawn”) military satellite internet constellation, which relies on Soyuz-2 as a launch vehicle.
Space has become a critical theater of the Russo-Ukrainian War. Since the very beginning of the full-scale Russian invasion in 2022, both sides have sought to leverage SpaceX’s Starlink to guide and coordinate operations at the frontline. Starlink has also found a role as a means for controlling drones, enabling long-range deep strikes by both Ukraine and Russia.
This situation, however, has effectively placed both sides at the mercy of SpaceX’s policy decisions and risk tolerance. In September 2022, SpaceX CEO Elon Musk reportedly rebuffed a Ukrainian request to enable Starlink coverage for parts of Russian-occupied Crimea in order to allow Ukrainian long-range naval drones, which use Starlink for guidance, to carry out an attack against the Russian naval base at Sevastopol. Musk was reportedly fearful that a Ukrainian strike could lead to Russian nuclear retaliation. That same month, SpaceX abruptly cut Starlink coverage in areas of southern Ukraine in the middle of a major Ukrainian counteroffensive. Moscow, too, has experienced significant difficulties with the company. In February 2026, SpaceX effectively cut off the Russian military’s access to the Starlink, hampering Russian battlefield communications.
Not surprisingly, this has caused both Russia and Ukraine to pursue development of their own, sovereign space connectivity capabilities. The Ukrainian firm Stetman is currently working on Starlink-esque satellite internet constellation. Russia, meanwhile, has fast-tracked the development of its own Starlink equivalent, known as Rassvet (“Dawn”). The current operational status of Rassvet is unclear: of the eventual 900-satellite constellation envisioned by Russian planners, roughly 32 are thought to have been launched thus far. The first 16 Rassvet satellites launched on March 23, 2026 on a Soyuz-2, with a second batch being launched in July.

Impacts
It is unclear if Soyuz will be immediately impacted by the strike. Any immediate disruptions are dependent on whether substantial numbers of Soyuz-2 launch vehicles are currently in storage, either in Samara or elsewhere. The next scheduled launch of the Soyuz-2 vehicle is the Progress MS-35 supply craft, which is slated to launch to the ISS on September 9.
Beyond the near term, however, the prognosis appears far more dire. Soyuz-2 is, by far, Russia’s workhorse launch vehicle. While the Angara family has recently come online, its launch cadence is currently a fraction of Soyuz’s, and its cost per launch substantially higher. Restricted access to Soyuz-2, even temporarily, would have a catastrophic impact on Russia’s access to space, and force Russian authorities to potentially prioritize military cargoes, such as Rassvet, over ISS logistics.
There is also the obvious issue of money. Repairing the damage done to the Progress factory represents a substantial cost imposed on a regime whose finances are slowly beginning to buckle under the strain of a seemingly endless war. In all likelihood, the money needed to repair the Progress facility will come out of the pittance that Roscosmos receives from the Russian federal budget, hamstringing Russian space ambitions even further.
The most insidious part of this situation, however, is the dangerous bargain it presents for Roscosmos. If operating by industry best practices, Roscosmos will have to repair and recertify every damaged piece of flight hardware, as well as any rocket components which were exposed to explosive overpressure or flying debris. But, Roscosmos ultimately answers to the Kremlin, and the Kremlin’s war plans are on the line. Under the circumstances, it would be easy for smekalka – the Soviet term for illicit ingenuity that mixes bureaucratic savvy and laziness – to win out, and for safety checks to be ignored for the sake of meeting a timetable. The results of such an oversight could prove disastrous.
A Rude Awakening
In a broader sense, the reality of Russia’s war in Ukraine has finally come home to roost for Roscosmos, which has previously enjoyed a certain insulation from the conflict. Roscosmos remains one of a very few Russian state institutions not effectively cut off from the Western world, thanks to its involvement in the ISS. But Soyuz-2’s status as a launch vehicle for military payloads makes its production infrastructure legally targetable under international law. Roscosmos cannot separate itself from the regime that funds it, a fact which may prove increasingly detrimental to Russian space ambitions.
